Land Use Planning and Allocation (LUPA)

 LUPA is mandated to:

  •   implement the agricultural (Commercial) land Reform Act 6 of 1995 (ACLRA)
  •   acquire agricultural land for resettlement purposes in accordance with the ACLRA and
  •   develop and update Intergrated Regional Land Use Plans (IRLUPs)
     

Mandate of LUPA

  • Implementation of the Agricultural (Commercial) Land Reform Act (Act no.6 of 1995)
  • To acquire Agricultural Land for resettlement purposes in accordance with the Agricultural (Commercial) Land Reform Act (Act no.6 of 1995)
  • To develop and update Integrated Regional Land Use Plans (IRLUP).

 

Core functions

1. Implementation of the Agricultural (Commercial) Land Reform Act (Act no.6 of 1995)

  • Identify loopholes in the Act and seek for amendments
  • Seek legal advice on the implementation of the Act
  • Produce, maintain and update farm database

2. To acquire Agricultural Land for resettlement purposes in accordance with the Agricultural (Commercial) Land Reform Act (Act no.6 of 1995)

  • Identify suitable farms for resettlement purposes
  • Acquired farms offered to the government for sale  through willing seller willing buyer  and expropriation
  • Carry out farm assessment and demarcation
  • Process waiver/exemptions certificate for the disadvantage Namibians
  • Process consent applications for the foreign nationals

3. To develop and update Integrated Regional Land Use Plans (IRLUP)

  • Formulation of land use plans
  • Produce, maintain and update GIS database
  • Develop guidelines and Participatory Land Use Planning manuals
  • Monitoring of compliance for the implementation IRLUP
