To ensure that Namibia's land resource is equitably allocated, efficiently managed, administered and sustainably used for the benefit of all Namibians.

In order to achieve its mandate, the MLR embarked on the Land Reform programme which is built on two pillars, namely:

  • the redistributive land reform process that involves the acquisition of agricultural commercial land by the Government according to the willing-buyer-willing-seller and expropriation principles, as well as the resettlement programme aimed at improving access to land by resettling previously disadvantaged Namibians.
  • Tenure reforms through the development of unutilised or underutilised non-freehold land and registration of land rights in communal areas.

Two persent (2%) Voluntary Contribution to the 2019/202 Drought Relief Programme


On 6 may 2019, His Excellency the President, in terms of article 26(1) of the Namibian Constitution, read together with section 30(3) of Disaster Risk Management Act, 2012 (Act No. 10 of 2012), declared a State of Emergency on account of the persisting severe national disaster of drought that exists in the whole country.


It is against this background that a humble appeal is made to all Namibians to donate up to two percent (2%) of their annual basic salary. The request is not only applicable to those who earn a salary but to everyone who earns an income and is willing to donate.

It is emphasised that the said donation is voluntary and should be made in the spirit of goodwill and patriotism.
